    Dear Mr. Rajoelina:
    I have taken note of your January 15 announcement not to stand as a presidential candidate in Madagascar’s upcoming elections. It is my understanding that Marc Ravalomanana similarly announced that he would not run. For you and Mr. Ravalomanana not to compete for election and for you to step down to allow a democratically elected president to take office marks a significant development. I am encouraged that Madagascar now has a clear pathway leading to the restoration of democratic rule.
