Dear Mr. Rajoelina:
I have taken note of your January 15 announcement not to stand as a presidential candidate in Madagascar’s upcoming elections. It is my understanding that Marc Ravalomanana similarly announced that he would not run. For you and Mr. Ravalomanana not to compete for election and for you to step down to allow a democratically elected president to take office marks a significant development. I am encouraged that Madagascar now has a clear pathway leading to the restoration of democratic rule.
With these announcements, I look forward to the campaign season progressing smoothly and to the Malagasy people participating in free, fair, and credible elections to choose the next generation of leaders. I hope all signatories will now abide by the provisions of the Southern African Development Community’s Roadmap, in particular those concerning the unconditional return of political exiles.
I trust that you will honor your statement and resist any who might urge you to enter the race. Your commitment not to run for the presidency will serve your country well and will enhance your own international credibility.
The United States has always held Madagascar and the people of Madagascar in great respect. Madagascar, for many years, was one of our best development partners and a major recipient and beneficiary of large USAID, MCC, AGOA, and Peace Corps programs. Madagascar’s return to the democratic family can open the door to a restoration of a new and strong relationship.
Following through on your promise not to run for the presidency and promoting free and transparent elections will help restore our strong relationship.

Cher Monsieur Rajoelina:
J’ai pris note de votre annonce en date du 15 janvier dernier, de ne pas vous porter candidat aux prochaines élections présidentielles à Madagascar. J’ai cru comprendre que Marc Ravalomanana a fait une annonce similaire de ne pas se présenter aux dites élections. Le fait que vous et M. Ravalomanana ne participiez pas aux élections, et que vous laissiez un président élu démocratiquement prendre les rênes du pouvoir, marque un progrès significatif. Je m’en trouve encouragé que Madagascar dispose désormais d’une voie claire conduisant à la restauration de la démocratie.
Suite à ces annonces, j’espère que la saison des campagnes va se passer en toute fluidité et que le peuple Malagasy puisse participer à des élections libres, justes et crédibles afin de choisir la prochaine génération de dirigeants. J’ose espérer que tous les signataires vont désormais se conformer aux dispositions de la Feuille de Route de la Communauté de Développement de l’Afrique Australe, plus particulièrement celles relatives au retour sans condition des exilés politiques.
Je suis confiant que vous allez honorer votre engagement et résister à ceux qui vous pourraient vous exhorter à vous présenter aux élections. Votre engagement de ne pas briguer la présidence servira bien votre pays et permettra d’améliorer votre propre crédibilité sur le plan international.
Les Etats-Unis ont toujours tenu le plus grand respect à l’égard de Madagascar et du peuple Malagasy. Madagascar, depuis de nombreuses années, a été l’un de nos meilleurs partenaires de développement et un important bénéficiaire d’importants programmes de l’USAID, de la MCC, de l’AGOA et du Corps de la Paix.
